''Sometimes he's seen walking down Madison Avenue and on 23d Street, which was where Mrs. Cuervo will lead the tour, along with Mary Angelakis and Justin Ferate, who are city-history buffs. ''They say it's the ghost of Chester Alan Arthur, the 21st President of the United States,'' Felix Cuervo, head of the Native New Yorkers' Historical Association, said the other day. The first stop will be Lexington Avenue and 28th Street, where a gentleman in top hat and dress clothes may sometimes be seen walking down the avenue.
Tickets are $18, and reservations must be made by calling the tour coordinator, Batia Plotch, today at 427-6000, extension 179. Stops will be made for small walking tours of ghost-ridden neighborhoods, as well as for lunch at the Seamen's Church cafeteria.
Buses will transport participants from the Battery seawall to Trinity Cemetery at Riverside Avenue and 153d Street, the late-19th-century rural burying ground for Wall Street's Trinity Church. The tour starts from the Y, at Lexington and 92d Street, at 9:30 on Sunday morning. The most ambitious event of all, however, will probably be ''The Ghosts of New York,'' a seven-hour tour sponsored by the 92d Y. Children will have their pick of pumpkin festivals and adults a choice of costume parties. The avantgarde will take over the World in Wax Musee at Coney Island for an eight-hour performance tomorrow. There will be a parade through Greenwich Village and in Queens a wand-breaking ceremony over the grave of Harry Houdini, master magician and escape artist. WITH a whole weekend to celebrate Halloween this year, the city will be taken over, it seems, by goblins, magicians and a host of mysterious incorporeal phenomena.
